Man precedes government and one of those men was William Pratt. William Pratt was born in Oxford, Massachusetts, in 1775. His father, Amos, was a native of Wales and a shipbuilder by trade. William Pratt learned the ship-carpenter’s trade and worked with his father in Boston.
